Any person who cannot be responsible for their dog and it bites or kills a person or pet should be required to pay for court costs of victim, dog be placed in quarantine if not vaccinated also evaluated by a professional handler to determine if animal should be considered a documented “dangerous dog” if so, Dog should be monitored by municipality to ensure dog is properly contained at ALL TIMES, special licensing for such a dog, continued review of vaccinations, and should be mandated to carry liability insurance on such animal. Animal should be mandated to be spayed or neutered. Also No other dog would be allowed at that residence. (obviously as they can not care for one dog correctly why add another?) Any damage to victim should also include punitive damage costs as well.
A second incident will be mandated Euthanization.
Misdemeanor charges for acts that do not result in injury or death. Felony charges for acts that result in injury or death. Mandatory Jail time for felony conviction.
